Adwords doesn't have a minimum bid per se. Individual keywords often will often have minimums though. After you add a keyword to your campaign you will be able to see what the minimum bid is for it if it is less than your current bid.

As for how much you need to pay per month, that is up to you. You set a daily limit so divide what ever you want to spend per month by 30 and set that as your daily limit.

Among other things, your minimum cost per click will depend on

    the popularity of your keywords
the relevance of your keywords to your ad text
the relevance of your landing page's content to your ad text and keywords
the quality of your landing page
    your click-through rate
how well you can optimize your campaigns
and your overall Adwords account performance

As such, you can never be sure as to exactly how much you will have to pay per click to secure your desired ad position. However, no matter how much it is, you can almost be certain that it'll be more than what you would have to pay at other PPC services. Maybe you should look elsewhere and return to Adwords once you secure some experience.

Do CPC. I worry that for $20 per month it is going to be extremely difficult to see any ROI. Also, depending on what it is your selling, you may have a high minimum bid. Look at your landing page to help you determine your keywords and try to have as a very compelling ad text with a "call to action" phrase.

Try the content sites only - and you can pay from only 1c per click
On the main Adwords for Search, if you re in a competitive niche, you will have to pay quite alot, and unless you are really very careful, you will end up with very low conversions

Yea. The cost for Adwords for Search can really be too high.

In your case, it would be good the select the AdWords for Content which can be turned on in your control panel with google AdWords.

It would be nice if you will upload the various image ads too.

I agree but make sure you limit the countries you are serving ads in. In some cases I limit to US and Canada as there are countries around the world that generate worthless traffic.

You can't really go anywhere with $20, you'll just lose the money, I bet it will take a few hundred to learn Adwords and understand how it works, even if you've read the whole learning center.

    Just my 2 cents

There aren't low cost keywords, well, there is optimization that can lower your bids and competition that influences the amount you pay.

Try long tail keywords like "how to make money online instantly without product" - I bet that one has no competition, but the problem is how many searches it gets per month. (=

'The Long Tail' - listen to Dog 24.

The more targetted, the less expensive. The more targetted, the higher CTR.

So, a higher CTR at a lower CPC? Who wouldn't?..this is the Google business model in action.

    Relevance, relevance..relevance....

You really need targeted keywords relevant to your website and choose cheap keywords with low competition.
