    I am pretty sure that for $2.40 it is CPM (1 000 impression).

    This company is called Credit Burner ( second one on this list ), and yes, they have those prices for CPM popups,inpage and so, but only for selected countries. Traffic from other ones is payed less.

    They are legit, I've been paid, if someone needs proof You can see it here.
