    Im looking for a banner network which will accept a pay per lead solution
    im talking about a company such as valueclick but clearly smaller
    As i have a small 200$ budget

    yah,
    in addition to clicks, if a conversion happen through your banner, you get paid more,
    i.e. clicking a screen server banner is cpc and downloading and installing it is a conversion.

    but there admodel mainly based on conversion than clicks or impressions. that is my experience as a publisher.
