Yoy can use adwords for a site with adsense on it.
It only becomes a problem if your intention is arbitrage - if google judges your site to be a Made For Adsense site it will penalise you by trying to price you out of doing it, and may disable one or both of your adsense or adwords accounts.
However, if your site has a use and function beyong the adsense, you can use adwords to send traffic to it.
It's hard to find anywhere that they say explicitly in what circumstances you can or can't use both together - they do warn against arbitrage though e.g http://adwords.google.com/support/bin/answer.py?hl=en-uk&answer=66238

Magda is correct, you can, but with the caveat being if your site is made for adsense then they'll give you a very low Quality Score (1/10) and you'll essentially not find a way to make it profitable. To 'get round this' make sure you have a lot of relevant, useful content on your landing pages and adsense is almost an 'afterthought'

I'm not sure why you would ever want to do that though...either the purpose of the site is to get adsense clicks, in which case it's better to be buying traffic from cheaper 2nd tier ppc engines, or the purpose of the site [insert any action other than click adsense], in which case you should not have adsense on the page.
