This is not quite fair, it should not be about the site popularity, it should be about the quality of traffic. The super popular site might send 1000 visitors which would result in 5 signups, where as less popular but in the same niche web site might send only 50 visitors and 10 of them would sign up. So, why would the first site visitors be valued at 2 dollars and the second site visitors at 2c?
I've senn people earn $1000+ a day from Adult Friend Finder in traffic that wouldn't even get them $45 in Adsense. So it depends on your site.

It's not a rip of really. You will only get $1 per click on average if your conversions are good. If you don't convert then I for sure wouldn't want to be paying $1 per click. The way they pay their affiliates is based on the quality of the traffic. If your traffic doesn't convert at all then you will change to a pay per lead or sale plan rather than a pay per click
