You know, there may be a reason why no one has responded to your offer. I have moderated forums before and at the best of times it requires about an hour a day minimum, so just getting to put a couple of ads on is hardly a satisfactory ROI even in a third world country. If you can't find the time to do this yourself, you will have to come up with the simoleons to hire someone to take on such an occasionally time consuming job. If I read this right, you are also needing someone to promote your forum to develop traffic. That would double the required effort right there.
