    one thing you can do is to report him, but i will never prefer to report, because it is the job of google not our, and many time google take no reaction on our report

    But if you report these people that are going against the terms, google doesn't have the time to view every site then you have a better chance or taking that persons revenue especially if your are in the same niche as them.
