Well, I had got a call from Adword guys for promotion on last week. They clearly said that you can use Adwords for any site which meets the Adwords TOS.

Google AdSense is a fast and easy way for website publishers of all sizes to earn money by displaying targeted, unobtrusive Google ads on their websites. AdWords offers pay-per-click (PPC) advertising, and site-targeted advertising for both text and banner ads.

yes it's allowed but the average of earning per click will be less than any other refer visitor such as referring and search engine
i have tried for a while in a new site and i found that days which working with adwords making less earning than visitors through refer sites and search engine visitors

Using adwords for a site that has adsense is allowed.
Using adwords for the purposes of arbitrage is not.
What is boils down to, is if your site has a clear purpose other than getting visitors to clicks on adsense (and that generally means a method of monetization in addition to adsense), then it's allowed.
The usual reaction of Google to attempts at arbitrage is just to make it too pricey to be viable.

Advertisers already take advantage of contextual targeting to have their ads appear next to your content. They also have the option to selectively target sites they know are relevant to their ads -- when you’ve created targetable placements, advertisers can dig even deeper and find the most relevant sections of your site to place their ads.
