Yes it is allowed, but finding the kind of paid traffic which will be ok with adsense will be hard!

Google ads may not be placed on pages receiving traffic from certain sources. For example, publishers may not participate in paid-to-click programs, send unwanted emails or display ads as the result of the action of any software application. Also, publishers using online advertising must ensure that their pages comply with Google's Landing Page Quality Guidelines.

No, incentive based traffic is now allowed. As nhc1987 quoted - Publishers may not participate in paid to click programs.

Trust me, they know when PTC traffic is coming to your site

PTC traffic is not allowed...! But You May Buy any other sort of traffic if it is possible..!

Just the thing is that it should not be automated and also should come from different ip

Thanks people for this info about PAID traffic.:) This is very helpful information and i am give up in last moment to not PAY for traffic to my site. But i see lot of people do that example, 15$ for 1000 visitors ,etc.
People must be very informed about PAID traffic and i just ask myself how many banned google ADS will be for PAID traffic. We must open one threat about this problem.Just to explain to people to not pay for traffic because not know, but one day ADS will be gone. :( And i want to know if submitting your site is ilegal too, just type URL and SUMBIT! iTS THAT ILEGAL OR LEGAL? http://www.msphps.com/SS/
How to make then legal increase traffic to my site? I was hear legal is manual writing articles or something ? Which is the best way to bring more visitors on site? And how to make SEO?

PTC pay to click is different than PPC, pay per click.
Adwords is PPC, and is allowed. But the return would
be a negative situation. I think it was viable 2 or 3 years
ago, but not now. It's just not cost effective.
