Adsense TOS and Keyword Placement

I read google adsense Program Policies several times. In the policy it says:

I notice that a lot of sites will have keywords listed across the page at the top of their site. I guess they list them there to gain keyword prominence.

For example if you look at this site: http://www.melindaspenpals.com at the top of the site you see keywords listed across the page.

Is it ok to list keywords like that or is it a violation of adsense TOS according to above google policy.
