Just found out that there is just one Adsense Representative for all the NORMAL adsense publishers in India while a dedicated representative for the premium one's. I mean what the heck that just ONE representative is allowed to handle thousands of publishers and she is so IRRESPONSIBLE. What mistakes the adsense rep has done - 1. Didnt sent me PIN for 2 years. Still not received till now and had to verify via phone. 2. Didn't transferred me 1 year earnings because of PIN problems.

That's how it is for all of them, it's not just adsense - I know etology and bidvertiser and a few others that have personal advisors for the best converting sites. Adsense's 'high rollers' get better service, as well as access to a lot of other stuff that us ordinaries don't - for example they get e-meetings with adsense managers that help them optimize their site even more and they get to deliver ads with their own choice of ad system (makes it more likely that a visitor will see the ads even if they block the ads with adblocker). It's best to be a bigwig on Adsense, but of course that doesn't mean that being a bigwig on any other ad system isn't without it's privileges. There's not much you can do, because that's the way life works - A-listers or bigwigs in real life get the best service and perks, that's life.
You need to contact google and make your complaints to them. If the poor lady is the only representative in India, no wonder she drops the ball from time to time Don't blame her, talk to Google
2 years?!?!? I would contact them for sure... I've always gotten responses from emailing their support.
