    When you apply, Google will review the site that you submit.. Google does not want any more MFA or krappy scraper sites, sites that violate copyright laws, or anything else that does not add any value to the average internet user.

    Create a site with quality contents that caters to the real human being and not for the search engines. An average internet user shall feel satisfied with the contents available in your site. If you meet this standard, then you can go ahead and sign up:)
