Adsense restrictions, per sub-domains

Hi everyone, I am about to develop a blogging hosting platform. Similar to Blogger and Wordpress. However I'm having a problem in implementing adsense.

My plan is, each user that register in my Blogging hosting platform can display their Adsense ads on their blogs to earn money. Much like Blogger.com

However, the Developer told me that it can't be possible to do that because applying for Adsense is for the whole site not just one blogger account that is registered in our website.

The idea is, all accounts that register in our website can earn money.

Well, IMO, you better contact Google directly.

Judging from your experience, do you think this act is restricted?

Sure you can. But don't mix site-wide ads with user ads on a single page.

Here's a statement from the Adsense Terms and Conditions that seems to say we shouldn't mix PIDs from different users on a single page:

"You shall not display any Ad Unit on a page that contains Ads associated with another Google AdSense customer (e.g., Your Web hosting company), unless authorized to do so by Google."

It's not very clear but that's my interpretation.

I asked them about that and they told me that was meant to be "without the other persons permission". IE you cannot give out free hosting but have your adsense in the footer.
