Does Google allow ads on online video sites.
I mean sites where the videos are embeded from youtube, myspacetv, etc
    Is it against their TOC.?

It depends on the content of the video. If any of them are against the ToS, then you won't be able to put ads on that page.

You're allowed to have videos as long as there is content aswell. You can't just have youtube vids embed on a site and put adsense there.

"terminator69" is right, you can place ads on such sites as long as you also have content with videos.

its really hard to think that google is flooding every opportunity to the Web. Everything is getting monetized, soon people will eventually get ad blinded, everybody will lose in the end. but anyway back to your question. you can, it is not a breach in the TOS, in fact google is promoting this way of showing ads. It will be the next trend. hopefully it won't bring down the industry with too much ads.
