Same problem here! I live in Finland... I guess this situation won't change any time soon... Hopefully something will happend when USA has a new president.
There are no any problems.Because exchange rate of dolar vs euro doesn't matter. Advertisers also will have to pay more,so our earning are the same.

If a european company used to spend 1000$/day in advertising, and this used to be equal to 1000 euros (1:1) now the same ads cost them 700 euros (1:1,5)........ Of course they can afford to pay higher CPC but i don't think this is happening until now...
People in other countries willing to do the same job for less money is a lot different then people just being lazy. But I agree with you on war. Can't help but think about the hundreds and thousands of million dollar bombs they drop and what better uses they could do with that money.
