    Jensense has a post about it where adsenseadvisor said it was almost certainly a violation of TOS.

    I really really dislike sites with 'floating creatives'! LOL (There is an enormous amount of fun to be had with 'floating creatives' but I think most of it will see me banned from DP so I'd best desist. :D)

    Google hates popups, and if your publisher ID appears in a window that is automatically opened by a webpage, that is a popup, and that would be a violation of the TOS.
