I'm aware that adsense policy is strongly against you encouraging site viewers to click on the ad's but is there other affiliates you can use that arn't?

What do you mean? Like other networks that say yah go ahead and get all your friends to click it''s fine with us.
An almost positive no, they do not exisit.
As that is cheating the advertisers.

Sure, any non-PPC network would have no policy against it. You won't get any cash on a non-PPC network unless they buy something though. What you're asking wouldn't make sense because it would generate nothing for you.

There's absolutely nothing wrong with asking people to click or "check out" your affiliate links, since clicking on those links doesn't make you money, they have to buy something from the affiliates for you to earn money. Regardless, whatever affiliate program you join, be sure to read their rules, as each one is different. But on the whole, you should definitely tell your viewers to "check these guys out" or something similar to encourage them to look and maybe buy something.

This is, of course, assuming you know the difference between an "affiliate program" and an "ad network".

Well i was thinking of having a rewards system in place on the site for a ppc program but i suppose its not much different then clicking on your own adds a 1000 times.

I think if you review the Adsense TOS you'll see that rewarding people for Clicks is a violation just like anything else that tries to get people to intentionally click ads. The best suggestion is to locate your ads to get clicks from users and stay away from any shady ideas. Google does find out eventually
