AdSense Paying for URL Clicks again?

I was hovering over an AdSense advertisement today and I noticed that the
URL to the ad was a clickable link.

I thought that AdSense made it so only the actual link of the ad could be clicked.
Did AdSense since then change yet again?

The actual link AND the URL both count as the ad, so if someone clicks either one of those, you get paid.

But for a while, this was not the case correct?

I don't think so. As far as I remember, both the actual link and the URL were clickable since I started Adsense.
