yes, only at main page, not at proxied sites. I've got one and there were no problems with Google. I also see that almost every single proxy site displays ads at main page.
A Proxy site is used to surf the internet anonymously or bypass filters at school or work. AdSense would just be the monitization effort for the site.

Yes. Only on the homepage, or other related non proxified pages. proxified means the page once you start browsing.
So aren't we allowed to put ads in the proxified pages ? I have seen lots of Proxy websites using ads in proxified pages is this against google's TOS?
