Adsense on LARGE files ???

    I have a very old website with insanely large files that I can not figure out the best way to increase the adsense CTR.

    The design is extremely simple, it's basically all formatted text with just a background image, and a little navigation menu up top, along with an adsense banner.

    I tried placing a CSS fixed header adsense banner on the page (so even when they scroll they still see the adsense ad), and this actually seems to have worsened my CTR.

    Cliffs:
    -Large pages with no real design
    -Require lot of scrolling
    -Pathetically low CTR, even when ad remains on the screen 100% of the time.

    Anyone ever dealt with a situation like this? What has worked best for you?

    Are the files text or HTML? How about splitting them into multiple pages?
