AdSense On Exchange Link Page ???

Its agains Google Privacy Policy to ad AdSense Code, On Partner Exchange Link Page

 

For instance. All your site pages have same template, so it's ok to place adsense on page with strange content or no content at all. Google will not mind, because that's normal web design practice.

However, as talk about normal, if most of traffic in one these strange content or no content page, then everything becomes no normal

 

as long as there is no your own click its ok

 

So is not problem?

 

If you exchange links and you open link page many times from your PC and may be clicked by mistake and it may be happen that some webmaster open or check continue from same ip then it may be wrong otherwise everything ok.
