    The problem is that Google takes its time to detect violators like these. Most people don't consider that there are millions of sites out there, with a few thousand new ones coming online on an hourly basis. Once you have access to Adsense you can basically put your code on whatever site you want... so Google only really have a 100% review of the site you sign up with.

    Now lets say that Google has 1000 people just constantly roaming around checking for violations. Now lets say there are 1 billion pages out there (theoratically... there's definitely many more). If each person can visit 1000 pages a day it means that it will take them 1000 days. That's something to ponder (Hope my math didn't fail me).

    And people ask why it's necessary for people to report ToS Violations... :eek:
