Adsense New referral ads 2.0 doesn't seem to work

Has anyone tried this new referral ad? I've tried it and as stated on their page, I clicked a dozen different ads for them to serve up. It serves the same ad over and over and over. once in a great while I see a second ad.

I've tried it with the check box to show highest performing ads on and have tried it off.

Any one have a clue how this new program works, or is it a glitch?

    Thanks,
    dan

Ive tried a lot of PPA ads before google started running them, I didn't get a lot of clicks then either, but when you do get a click it pays a lot more. The problem is hey are pay per action which means people have to sign up or buy something. A cheap form of affiliate marketing so to speak

Refferals was up on one of my sites on a try it out basis and it was quickly taken off because it isnt very effective def when you can use affiliate advertisements such as CJ. Also I want CJ instead of refferals because I dont want all my eggs in one basket and neither should anyone else, get banned from google which is a common thing and all your ads would need to be restructured
