Adsense in offline content?

    I saw this in a webtemplate download, where the author of the template put in adsense. Is this allowed?

    If it was a template that just had spaces for the AdSense (eg. you download and insert your own publisher ID) then that's fine. Any more than that and it sounds dodgy.
