Adsense in iframe

    First, I'm sorry if I missed something and this question is asked before, but I couldn't find any clear information about it including DP and G search results.

    One of my websites is a link directory, running a php script. I don't know the exact reason, but Adsense does not display relevant ads on any of the indexed pages(dynamic ones). I get only PSA's. The problem may be the sessions used by the script, or links, link titles and different subjects related to each link on the pages. The only relevant ads I get unfortunately appear on a few static pages. It's been 2 months and I 've tried many ways, but still couldn't solve the issue.

    I thought I could display the static pages top ads in a frame on the dynamic pages. Is this against the rules? Are there any sites banned for this? As far as I know, Google does not "suggest" displaying ads in a frame apart from the main content, nor does she say it's against the TOS.

    Any ideas/suggestions?

    i'm using iframes altho i keep the content & ads on same page, ads wouldn't have any content to go by if they were stuck in iframes methinks, could be wrong there.

    Have you tried the new targeting tags google implemented YESTERDAY?

    Targeting didn't work either.
    What I don't understand is:
    My link directory consists of many pages, showing 20 links each. On some of the pages ads are displayed, but on the first page(which is the most important one), I'm always getting PSA's..Ads appear on page 3 and 4, but not on 7, they can be seen on 10, but not on 12 etc..

    I'm really tired of the PSA's. Having them on the main page makes me lose notable revenue:(

    today I read somethinh about iframe issue on a Turkish forum;
    poster says "my friend recently got an email from google which says it's FORBIDDEN!"

    So before using iframe please contact google

    you should be sure that it is not allowed to use the code in a blank page with the help of iframe. however people say that it is allowed in someways.
