I don't really understand what you are asking... But my guess is that you will need to make your ads as similar to the content on your website, or else you will get random ads and low ctr. I am making $100 per day on adsense and I know that honesty is key.
AdSense is ok on any content-pages excluding: Warez, Adult, Gambling, Illegal..as described in TOS. But you should not have an intention to target those high paying ads. Repeating high paying keywords on your content page that make no sense or add nothing to content would be an example. Be natural.
Sorry i didn't explain well. I have seen a lot of site that show keyword that google pay much like ex: car insurance.... other like this. Is this legal to put adsense in this kind of sites?
Adsense is contextual ads. So if the content is about car insurance it should show insurance kind of ads whether it is high paying keyword or not.
Adsense is fine with things like car insurance, adsense chooses what to display from your content, obviously you can steer that a bit, and obviously you want to make sure your site concentrates on something in particular.

search in google " high paying keywords" eg: insurance,consolidation etc. after get keyword and re-search in google with "~" sign before the keyword. eg: ~consolidation you will get correct related keyword for consolidation. after find high pay keyword build site/blog (html). put only few ads 4links ads or 2 banner (small) your will get high pay/click. you will submit your article submit sites. eg: ezarticlesubmit dot com , ezinearticles dot com etc.

No sarcasm obviously There is no guarantee that those high paying ads will be displayed once you put a couple of concentration about them in your pages. It takes time, efforts, seo, etc.. Oh wow.. I finally understood you. You mean you want to put adsense within a site thats mainly for the purpose of displaying high paying keywords itself. Yeaaa..am I right?
Of course you can. Content with high paying keywords is as legal as the one with low paying keywords.
