Adsense hit & miss allowed?

    Hello,

    Is it against Adsense policy/terms to have a javascript banner moving effect with links inbetween the banners and the aim is to click the links without clicking the banners, as this isn't encoraging them to click them.. but just making them click them by been slow at the "game"??
