Adsense for Search policies confusion

    When created Adsense for search, I saw these three which are confusing.

    "Publishers may not pre-populate the search box with terms or hard-code direct links to search results pages."
    We can not send users direct to search result, that's fine.

    The AdSense code may not be integrated into software applications such as a toolbar.
    I have Alexa toolbar installed, which has Google Powered SE. Rules different for normal users and premium users ?

    Pages containing the AdSense code may not be loaded by software that can modify browser settings, such as resetting a user's homepage or taking users to unwanted websites.
    Many toolbar also change homepage of user which is Google custom SE.

    I really hated AdSense rules, they made absolutely no sense. Why couldn't they just make it plain?

    Yes there is a difference when you're a normal publisher and when you have sites with massive traffic.
