the best thing to do is email and ask someone at Google for the answer. Even if they say it's ok, save the email just in case sometime down the road they say you are violating the TOS
I dont think thats a problem Actually, you can do your own search engine. Look, I did it www.seekblack.com Its a black Google so it reduce the energy used by your monitor.
Google.com is basically adsense for search in an empty page! You should email them or just write some content. Even a few lines will be OK.
