Wait for a month. In the mean time create good contents every day and promote by submitting to RSS directories, Web 2.0 sites, etc.

Do you mean Google is not allowing new websites in Adsense or new account with new websites?

If you are trying to register Google adsense with a new website they won't allow. We need to have at least 6 month old website. I don't know about placing ad code (existing account)on a new website .

If you want google adsense account create a blogspot blog using blogger.com and apply adsense account using blog. There is provision in blogger.com

You will get adsense account in 10 days. Use that account to put ad code in your site.

Okay to put this one to rest, it depends where you are in the world. In the UK you can get a site that's 2 days old approved virtually overnight, BUT if you are in certain countries such as India then Google requires you to have your site active for six months before applying. Fastest way is so simple. Build a site with good content and you can't go far wrong!
    Cheers
