Depends on which keyword tool you are using. The Google Adwords Keyword Tool is not accurate at all. So you should not have expectations for traffic if you confined your kw research to using just this tool.

If you want a more realistic estimate, try Google's SKTool but your target kw will only show up on SKTool if there are advertisers targeting it.

You can also try Keyword Discovery which will give you a daily estimate. This is quite accurate.

Anyway, it is important to remember that being #1 on Google does not guarantee that a reader will click on your link. If your meta description is uninteresting, chances are that the search engine user will select lower listings.

You may rank #1 on Google.com for your keyword but you may not be ranking the same on regional versions of Google. So you may be losing some traffic there.

35% CTR is quite high. If there is no click fraud then good going and you have nothing to worry about. If you are participating in any click scheme or even bought traffic, then you run the risk of your Adsense account being banned.

As long as your originated traffic source and clicks are genuine and in "Natural Pattern". You have nothing to worry about those CRT percentage, whether is too high or not.

About your low earning, as other already said - It is depends on your keyword and the niche your are in. I do always recommend people who has noticed a low earning one thing - Do checks and filter all ads that lead to garbage sites. Most of this kind of advertisers has intention to pay at least at possible and cause a dropped in your earning.

35% CTR is pretty high in my honest opinion.
But if the clicks are genuine, you shouldn't worry about it.
