Only chosen publishers get to choose their own keywords. It's because it could be abused easily. If you are trusted enough, Google will invite you.
premium publishers get such things as even 1% better returns can help both google and technorati alog in terms of earnigns
Technorati is a premium publisher. That's why they are allowed for some advanced features in their script.
