So a while ago my brother got an Adsense account and my interest in Adsense has been rediscovered....
Anyway i found this text in the T.O.S

    -----------------------------------------------------------------
"No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant."
    -----------------------------------------------------------------

The funny thing is that there are hundreds of websites that are selling those "ready to go adsense sites" as we usually call them.
Often there is also adsense code already setup for ya, and all you have to do is to change it to your pub-id.

Am I missing something here? Is there any indications that say it is ok to do this? And if there are, please explain.

So how can this be? To me it is stated clearly that no "pre made get it up there content" is allowed in the program.

It's a grey area in my opinion. How do they say if a site is created "just to show ads" and even if it was then the content can be of some use to people.

I do seem to remember some case late last year where an advertiser was arguing this point and said they losts 00000's because of fraudulent clicks. No idea where I read that though.

Quality of content is a subjective matter and making sites with adsense in mind, IS DIFFERENT from click fraud.

Google has already introduced smart pricing to combat the issue of traffic quality. I dont think they will get strict about quality of content.

You can read more about invalid clicks and click fraud on the Adwords blog.

Hehe, what I meant was that they have to take the 90 millions from somewhere and by kicking a bunch of TOS breakers it would be a whole lot easier to pay...

people who make websites to put ads can always come up with 99 valid reasons why the site was created and no one would be able to tell whether they're truth or BSes.

A site such as the one found today at www.ebayit.com is defenitely running a site for serving ads only. The ready for adsense sites are designed to have more content added to them, but again this is all changing and you will most likely see even this being scrutinized more now if they are not maintained. Smart pricing is going to reduce the effectiveness of them if they are updated regularly and added to.
