Friends i have seen many blogger using adwords for promoting their blogs but i think according to google we can not promote those page which are using adsense on it or you can say landing page shouldn't have adsense . You can't imagine how many MFA sites I have seen. Infinite amount of sites and blogs (a lot of automatic ones) around the internet. But publishers now know that content is still required. So they put a lot of ads on the top and content on the below part. Your 2nd link Is a pure example. I have even seen sites whice are being promoted on adwords and have adsense on the landing page. Take the new famous file uploading service for an example: http://www.ziddu.com. So its upto adsense staff now to carefully study the site and see if the real motive of the site is to cheat and earn money quickly Cheers!
But can't Google team catch them or they don't want to . I think they must be aware of this that from where this page is getting traffic .

been into arbitrage myself 2 years ago, I must say money was automatic, after Google slap me with a warning I gone back to being legit and hire me article writers. lol Money is still automatic but with a price, I pay for the writers lol
I have some arbitrage sites with 40 - 45% CTR and making more and more every day. - abitrage is still possible, but you have to know and have read TOS carefully
I made an adword ad leading to my adsense blog and i had a few clicks but i got only ONE CENT for five clicks. So , i think that arbitrage is not possible. (anymore )
Arbitrage doesn't work for most of the niches. You will end up making a loss and getting your adwords account slapped.

Google doesn't allow Adsense Arbitrage. I used to make great money with it about 5 years ago, but they shut down one of my accounts. Yes, it does work (VERY well), but Google doesn't like it so it's not a good strategy.
