Assuming you mean Adsense for Domains, you can read all about it on the Official Adsense Help site: https://www.google.com/adsense/support/bin/topic.py?hl=en&topic=14746
you park your domain and google serves ads on it . no content and only ads served by google. but first you will have to get your domain name approved by them
Actually the first step is to get an Adsense account using a site that has content on it. And then it's what kodut says.
It is a new service by Google where you can serve only Google Adsense Ads on your Parked Domains which are working but with zero content on them. So, for example, few people have mis spelling Domains of Top Domains which receive huge Traffic. Now, if you put adsense ads on them, you can get pretty good click throughs on your adsense ads on your parked domains.
