Adsense allowed it?

    I have a ShortURL site that pay the users per 1000 visits to their links..
    I want to know if adsense allowed that their ads will be in the ad page(before the user will get the site URL) ?

    I ask that beacuse i saw many sites like mine that doesnt have adsense..

    Adsense does not allow their ads to be placed on pages without content. So, just to have a blank 'transfer' page with an ad on it will be against their TOS.

    So use only CPL and CPM ads like smowtion xtendmedia etc?
