Adsense against Google's TOS in phpbb or digitalpoint?

    http://www.phpbb.com/notexist.html this is 404 error page and I can see AdSense there. Is it against TOS?

    And what about Adsense in forums? Is it clearly legal?

    Every dynamic page can't control that things happened.
    For example, you write any kind of filename that doesn't exist in phpbb.com such as http://www.phpbb.com/abc.html or http://www.phpbb.com/123.html
    That will be result 404 Error with AdSense inside the page.
    That won't breach against TOS since it's unintentionally loaded along with non exist page.

    If you think it's illegal, then go to AdSense Help Group.
    That's an AdSense Official Forum which also displaying AdSense at the chat page. :)

    Maybe they made it by mistake and didn't noticed yet,
    well, a page returning a 404 server status code is an error page, that's against the TOS!

    Am I wrong!?

    You are wrong. In TOS there it is that you can not display adsense on any error page and it does not matter if you did it unintentionally or not.
    Or maybe bigger publishers (like phpbb) has different TOS than others.

    Well technically there is content on it. It says:

    You look lost… have you tried?

    * About phpBB, the team, et cetera
    * Download phpBB 2.0.x and 3.0.x
    * Customise your phpBB!
    * phpBB Support links you can’t live without
    * phpBB Development page, by developers for developers
    * Our Community forums

    And it has the navigation thing on top, as well as links on the bottom. I think they don't want you to put Adsense on a blank error page that just says "Error" and has your Google Ads next to it.

    Isn't google known to cut deals with bigger sites?

    I know some sites are allowed to remove the "ads by google" on their ad blocks etc, and stuff like that.

    I'm guessing phpbb is big enough to have some pull when using adsense.

    Well technically there is content on it...
    Code (markup):
    An error page is one thing, an page with no content is another thing

    In my opinion: YES
