They are accepting publishers from all of the world.. If they stop doing so, their business will go down.
This is wrong, if you have legitimate website/blog and you meet the adsense you will be selected. It doesn't depends on which country you are from.
Agree with the above comments. Adsense is open to all publishers what ever your home country is. You just need to meet their TOS.
In one way its true because iam contacted by many new bloggers in India for adsense account, since they are not approved with reasons like site is not 6 months old + has now content etc. If you really have a very good website/blog then you can get a approval because if you apply with a damn new website how can google expect you to make money from the new site? Click Fraud? Establish first then apply and get Approval!
