    I suggest you to read the terms again and check what you did that is against adsense.

    - write them clearly about your ignorance
    - promise not to repeat such things in future
    - wait and watch what they do
    - if you still don't get this activated then try using a new domain, new ip, new name and new address to create another id. This time be serious. You can use your short name.
    - never check that new adsense account from the ip you are checking right now.

    I am very sorry to say that your account has been banned and chances are that you will never get it back again.Also you will not be able to get $198 which you have generated in your account.Try using another ad services like kontera,adsbrite etc.
