if you are not showing other persons content , your TV channels are not adult and they are not voilating creative comma's protocols. Then only you can do so
Well, in most places and cases streaming TV channels without permission from the content ownership is illegal. In regards to Google Adsense, I would say you would get banned pretty quickly if you tried.
