Adsenes TOS Changes?

A few days ago, I can see 5 Adsense ads on my blog: 3 banner/image ads and 2 text ads.
In the previous TOS I have read, they allow up to 3 banner ads and 2 text ads, or something along the line. When I add more, the ads won't properly show up.

I have that for more or less 5 months.

Then, recently, I saw 2 of my banner ads aren't showing up, the one that I put below every 3 posts. But text links are ok. I tried everything until I remove the 2 text link ads. This time, the banner ads between posts shows up.

I tried again to add the text links. With no avail, the banner ads won't show up again.

Does Google Adsense recently changed their TOS?

No tos change. SOmetimes it happens when a publisher adds more than 3 ads and all of them appears.

 

What I mean is, there should be ads posted below post #1 and post #4.
I can't see the ad below post#4.
