I did a ad for the category homeless yet when I type in any phrases like homeless or help the homeless my site doesnt come up. The thing is im not in any of the pages on any of my peyword phrases. What gives? Can one not get that category or something unless your a major charity place? Im doing a service where I help the homeless and keep 15% for myself.

15 cents isn't very much to pay for a click - but your account should show what position your ad is running at. Position is based on the amount of your bid and click through rate. You might need better ad copy and the name of the url also affects CTR. People are going to tend to visit recognized names vs. unknown, especially ones that are not non-profit.

Bid high enough and have ad copy that results in clicks and google is going to run your ad regardless of who you are.
