ads monitoring - google

I was wondering, are the ads monitored in any way so that if it happens that a site gets penalized/banned, the ads linking to it are deleted from the network?

This would be good - to protect everyone else.

The way it works would cause it to drop out anyway. If Google doesn't have the site's pages in the index, the weight of that site would drop to 0.

I know that to validate, a site must be indexed in Google but I actually didn't mean that.
People can create ads to any sites they wish at the moment, not necessarily in the network (except gambling, adult and pharmacy); what if later Google bans one of them? Will the ads be taken out of the network automatically?

How can you check banned ?
Would require a permanent PR and index check and when there is a SHARP drop in pages to zero, it is banned ?

If you do a site:somedomain.com search in Google and there are no results and if the domain is not new and is indexed by other search engines (Yahoo, MSN, etc.) the site is probably banned.
