Ads in navigation bar . Is it allowed in adsense ?

    That site looks like it's putting ads over someone else's framed content. That's explicitly against the Adsense program policies:

    adding adsense code in a frame website is strictly prohibited.

    As said above framed content adsense ads totally not allowed. That is the reason why now-a-days proxies have stopped displaying ads on the pages. Moreover the site you are displaying may contain its own share fo adsense, which is again against the policy

    No, as others have said you can't put ads on other's framed content. You can put them in frames as long as the framed content is on the same domain
