I use both Chinese and English in my blog, google displays ads both in English and Chinese, too. but funny things are the ads' formats. Even though the adds are in English, but "Ads by Google" is displayed in chinese.

Will this affects the ads price?

The adds are in English because there are some advertisers who are targeting their ads globally (or including China). The Ads by Google is displayed in Chinese probably because of your setting in your Adsense account.

I don't see how this would affect the value of your ads.

This step wont hurt earnings , Advertisers have to pay that amount which they are offering on that keywords . I don't think so that it is differed by countries also .

You can change the language setting in your Adsense account.

In my account, display language is English (UK). But Adsense changes it's language and format according to the contents language on a page. "Ads by Google" on top while in Chinese, but at the bottom while in English, sometimes this may affect optimisation.

The "Ads by Google" changes once another language is added onto a page and the keywords are noticed by the AdSense bot. You can't change it manually... the only way would be to change the content.

    It shouldn't affect your CPC.

I do not think so. It is only important, if people click on your English or your Chinese ads.
