Use a simple CMS. Normal site requires you to code a panel.

Yeah. Joomla! is the best CMS I can point you towards. A lot of people will beg to differ, don't listen to them. ;)

I wouldn't recommend Joomla for this - it's like trying to cram an elephant into a closet - simple site, just needs content to be changed..

Depending on what you are trying to do, you should probably use a script that is already made, as it will have more features, I've never been a big fan of Joomla however, are you planning to do a blog or just a basic site? Also many hosts offer a website builder, which has an admin panel, that may be best.

If you are using Joomla, the Joomla installation will replace your current static site. You will integrate your current site by first installing Joomla, then creating the structure with sections and then categories, then copying the pages and assigning them their same URLS.

With an average amount of knowledge about programming, this should take you maybe one afternoon, depending on the size of your site. I know nothing about programming or about php in general and had a site up and running with Joomla after about a month of part-time study.

It is recommended that you install a server in your own computer and then install Joomla in your own computer, so you can work on your own web site on your own box. See apachefriends.org. LINK

i will not recommend you any ready cms like joomla or others.. your site is simple and you need a simple admin panel to update ur text of pages.. you just need to learn php programming to do so.. very easy, you can do that.. otherwise i will do for you in reasonable pricing :)
