Adds not Showing?

I am using adwords for the first time and created a campaign but not able to see any impression or anything when i keep mouse cursor on key words the following message appears?
does that mean my add is not showing what i need to do ? my max CPC = 0.35$.
What should i do next?

 

Your quality score is way way to low...it can't get lower than that. This is why your ads are not showing.

Looks like your Quality Score is too low for your ads to show.

Make sure the keywords you're bidding on are related to your landing page. It would help if you revise your landing page so that your keywords would be prominent. Place keywords on the Title of your page, meta description and keywords, inside <h> tags, bold/italicize them in your content, etc. Don't overdo it, though. Oh, and make sure you have no pop-ups or pop-unders and that your page load-time is reasonable.

If you want a quicker way for your ads to show you can always raise your Max CPC

 

His landing page is poor, thus raising his bids will not help.

 

Although I wouldn't recommend it, raising bids will actually help ads to be positioned higher.
