Adding RSS to a static html site?

    I know the worst case is I can just write out the html by hand, but is there a better way to go about this?

    I've just launched a new site to distribute my software; I run a photography site, and do IT work from 9-5, so I've written a few apps to help with some photo and web stuff that I was spending too much time on. These have been part of my photo site, and it's time to split these out, one site for creative stuff and another for software.

    I wrote a new application to help with web design, a stand-alone graphical dom viewer, so it's the first item on my new site. I'm still writing content to fill this section out, but I'd like to start with the RSS.

    Is there an easier way to construct an RSS feed for this new site? I'm building the site in Notepad++ right now, and may change over to a CMS at some point, but my web host supports PHP and MySQL if that's necessary. I think I'd prefer a desktop solution, though, so I have control over when I "publish" a new item.

    Any thoughts or advice?
