Can I just add a debit card instead of a credit card in order to achieve the fully verified state? *I don't have a cc but I do have a debit card, so will that work?

Well, it all depends. Does the Debit Card has a VISA or MasterCard logo ? Can it be used internationally just like a Credit Card ? Does it come with a monthly physical or online statement ? Does it have the traditional 16 digit number in the front and the CVV2 number at the back of the card ? If all the answers are Yes then it is worth the try.
Well, I'm not wrong, not all debit card can be used to verify the account. Only those which are international will work, with few exceptions though.

Indian Debit Card most definitely cannot be used with Paypal for the purpose of verification. You will need an International Credit Card for that purpose.
No. You can't verify your indian paypal account using any Indian Debit Card (whether it is International Debit Card). Why don't you apply for a Credit Card with HDFC or ICICI bank If there is an age problem then apply for addon Credit Card if your parents,brother or sister has one. Hope this will help you. DON.
It's fairly painless to verify using your debit. Usually PayPal will just make two small payments for you to very or alternatively a very small authorization like a doller or two to test your card and account information. Best of luck!
