I want to add some articles into my blog that are not related to my main website topic but I just add them to drive traffics. For example, say I have a mobile related website and I want to add some side-articles about immigration to US which is not related to mobiles but I add them because I know many peoples searching for this. Is this trick okay with adsense tos?
One thing I forgot to mention is that most of those articles that I am going to add are NOT unique but I guess by now it becomes obvious that google does not ban peoples just because of duplicated articles, or does it?
It's not only about the ToS. Money is a form of exchanging value. If you don't give conversions and have duplicated content, well, I don't think Google gives a shit whether you followed the ToS or not. They want to protect their advertisers interest to keep using Adwords, so they want results. To answer the question: Yes it is okay according to the ToS.
I am already putting too much efforts into my main blog (sms and mobiles) however my CTR ratio is below 0.5% which is very low that is why I want to add some side articles inside the pages with appropriate titles to get traffic and with hope to increase CTR, that is all.
I am confused, if your main blog does not earn you much, why don't set up another blog or website about immigration, that way you can optimize it better coz all your articles are related. Or is your mobile and SMS content paying well and you want to drive traffic to them from your new migration articles?
In my sms/mobile blog I already spent too much time to set it up, doing SEO, optimized it and make it working especially with providing sms service to my visitors (for FREE), now I do have good traffic but I just don't have CTR and my ADs are really low paying keywords that is why I want to add some side articles for high paying keywords without loosing my motivation to mobile related topics.
well just a little more extra info for the visitors to be organized as a side category without interfering with the main content, if they liked it then that is good if not then still okay as long as organized well .
If your focusing on mobiles, articles on broadband, computers, software, and anything to do with telecoms would be more useful than blogging about SEO (for example.) Just broaden your reach.

I would say its probably better to stay on or close to topic but what do I know, I dont even have a blog yet.
If your site/blog has a lot of "authority" then the off-topic articles would be fine...look at EzineArticles But one thing I like to stress is always use UNIQUE content on your own site...you'll get more Google love in the long run and more traffic since its unique! BTW CTR problem you are having isn't because of "content" it's your ad placement and format...might want to test out different setup with the traffic you are getting now.
